Cost Reduction- Efficiency Analysis
Garvey Resources helps municipalities reduce their operational costs by performing Efficiency Analysis and Building Cost Reduction Programs for continued utility use.

Steps in Efficiency Analysis Include:

  1. Review of background information and budgets
  2. Interviews with key management personnel
  3. Touring of all facilities
  4. Review of detailed financial documents (invoices, contracts, previous budgets operating and capital)
  5. Preparation of Report detailing findings, recommendations and action items
Steps in Building Cost Reduction Programs
  1. Review operating and capital budgets
  2. Construct spreadsheets to easily capture and categorize costs
    • Create first draft
    • Establish cost reduction team
    • Obtain team input to final spreadsheets
  3. Test spreadsheets for
    • Ease of collecting information
    • Ease in inputting
  4. Modify spreadsheets and place in service
  5. Share results with team
  6. Assist team in identifying cost reduction initiatives
  7. Assist plant management in implementing initiatives
  8. Chart progress and share with team
  9. Train team in using the system on a continual basis

Project Snapshot

Garvey Resources recently conducted an efficiency analysis of the Dover Township Pa. Wastewater Treatment Facility. This facility has a design capacity of 8 mgd, and uses oxidation ditches to provide the required treatment. The plant is valued at $28 million, and is designed to provide nutrient removal. Sludge is aerobically digested and the belt filter cake is land applied.

Garvey Resource team members were Diane Garvey and Mike Nelson. Steps in the analysis included review of background information, plant interviews, and report preparation. The report provided findings, recommendations and action items. Over thirty recommendations were developed. These recommendations covered areas including: Institutional; Revenue; Management; Process; Maintenance Management; and Training.

The report provides a framework for continuous improvement of the Dover Township Wastewater Utility Operation.

Plant management is currently in the process of prioritizing the recommendations and developing implementation plans.

Conservative estimates of identified annual savings are in the $25,000 range.
